Congress Approves Legislation to Outlaw "Misleading" Domain Names - On April 10, both houses of Congress approved the Child Abduction Prevention Act. The bill, which includes the "Amber Alert System," also includes an amendment outlawing the use of "misleading" domain names "with intent to deceive" Internet users into viewing obscenity or, in the case of minors, material "harmful to minors." CDT has significant concerns about the effects of the "harmful to minors" standard on free expression. The legislation now awaits President Bush's signature. April 10, 2003
