Congress Poised to Pass Spam Legislation - By a 392-5 vote, the House on Saturday, November 22, passed an anti-spam bill similar to one passed in the Senate last month. The bill requires senders of commercial email to give users the ability to opt out of future mailings. The bill prohibits spoofing header information and requires labelling of pornographic messages. Violators face fines and jail time. The bill authorizes the Federal Trade Commission to establish a "Do Not Spam" registry. The bill also pre-empts any state anti-spam law. The Senate is expected to pass the exact House bill in the next few days. November 25, 2003
