Anti-Spam Bill Clears Senate Committee - The Senate Commerce Committee on June 19 approved a revised version of the Burns-Wyden CAN-SPAM Act (S. 877). The bill would require spammers to offer Internet users the opportunity to "opt-out " of further commercial e-mail. The bill also would impose penalties for sending commercial email with false header information or misleading subject lines, for using "dictionary attacks" and "harvesting" of addresses from the Web, and for using other computers to relay spam without authorization. It would generally preempt state spam laws. Numerous other anti-spam proposals have been introduced in the House and Senate, so the final outcome of the lawmaking process remains uncertain. CDT has called for a dialogue to find a balanced, effective solution. June 20, 2003
