Government Asks Supreme Court to Hear Case on Censorship Law Again - Solicitor General Theodore Olson has filed a petition with the Supreme Court asking them to review a ruling striking down, for the 2nd time, the Child Online Protection Act (COPA). The first time the circuit court struck down COPA, the Supreme Court sent the ruling back to them for further review keeping the injunction on the law in place. The circuit court once again overturned the law, this time focusing on facts suggesting that the COPA is not the least restrictive means to achieve the government interest in protecting children as required by the First Amendment . The Bush Administration is now challenging this claim. August 15, 2003
